The government has adopted the Framework Budget Document of the Herzegovina-Neretva Canton for the period 2025-2027, which presents a comprehensive and consolidated framework for revenue and income planning, as well as expenditure and expense at the level of the entire canton. The preparation of this document was preceded by the development of Guidelines for Economic and Fiscal Policy for the same period, serving as the basis for determining funding priorities.
Additionally, the government decided to terminate the concession relationship established by the Concession Agreement for the use of the Neretva River waters for electricity production through the construction of a mini-hydro power plant in the Buna area. Moreover, decisions were adopted to approve concession contracts for the production of electricity through the construction of photovoltaic power plants in the Stolac and Čitluk areas.
Furthermore, at its 24th regular session today, the Government of the Herzegovina-Neretva Canton adopted a decision amending the Decision on the Establishment of the List of Drugs Covered by Mandatory Health Insurance. The amendment removed the provision concerning protection of domestic production, which had exempted foreign pharmaceutical companies. The Ministry of Health, Labor, and Social Welfare is tasked with issuing a Public Call for pharmaceutical manufacturers or holders of marketing authorizations to include protected drug names on the Positive Drug List of the Herzegovina-Neretva Canton. The Call will specify the methods, deadlines, and conditions for submitting applications to include protected drug names on the Positive Drug List.
Additionally, the government accepted the report related to the application to the Public Call of the Federal Employment Institute under the 2024 Employment Co-Financing Program (Employment of Trainees Incentive Measures) and adopted the 2024 Trainee Employment Program in cantonal administrative bodies, administrative organizations, and other services, bodies, and institutions of the Herzegovina-Neretva Canton. Following the registration of employers as a prerequisite for participating in the Public Call, the Government applied this year through cantonal ministries, administrations, services, and offices. The total number of persons with higher education eligible for co-financing is 129, providing them with the opportunity to gain their first work experience, receive professional training in their field, and possibly take professional exams, all aimed at enhancing their competitiveness and integrating them into the labor market. Considering that the Government previously invited legal entities and entrepreneurs to express interest in accepting trainees, the received applications will be considered during the placement of trainees following the upcoming competitive procedure.
Continuing its positive practice of supporting youth, the Government approved the allocation of funds from the Herzegovina-Neretva Canton Budget for subsidies to youth for real estate transfer tax and rent for four new beneficiaries, totaling 21,600.00 KM.
Upon the proposal of the Ministry of Health, Labor, and Social Welfare, the Government adopted a decision to adopt the Information on the realization of the Financial Consolidation and Restructuring Program of the General Hospital Konjic for the fourth quarter of 2023.
Lastly, based on the proposal of the Ministry of Trade, Tourism, and Environmental Protection, which acted on behalf of the Government of the Herzegovina-Neretva Canton, a decision was made today to issue a Resolution on the final appointment of members of the Management Board of the Environmental Protection Fund of the Herzegovina-Neretva Canton.
